According to the rulebook, there should be 20 red trains and 22 blue trains. My box has 21 red trains and 23 blue trains. So, should I use 20 or 21 red trains and 22 or 23 blue trains? I guess the rulebook is correct, but I just want to make sure.

I just checked the company boards.
If the company boards are correct , you should use :
11 black
19 red
21 blue
23 green
25 yellow
So, is this the correct setup for a game?

I believe the company boards state the number of trains available AFTER you've set one train in each starting city. That means you should have a total of 20 red and 22 blue.
Sounds like you've got an extra red and blue train. Do not use them in the game!
