The last time I played Fluxx, somebody played "first card random", and we were only playing 1 card per turn (though we were drawing a lot of cards). I swear we spent a good 10 tedious minutes of cards being played randomly until I got lucky and had "trash a rule" drawn from my hand. Guess which one went? Then the person who played "first card random" raided the trash and put it back into play (we must have gotten a "play 2 or more" in there somehow). I wanted to hit him. I was so frustrated that I didn't want to play again for a long time.
At today's lunchtime gaming group, somebody had to leave early, which didn't give us time for our usual round of Bang. I thought I was ready to play Fluxx again. 3 of the other 4 people had never played before. I'd forgotten how differently people play before they have a clear idea of how to play. "Uh, I guess I'll play this random goal card, because I don't know what else to play...". "Oh, I'll play this random keeper limit...". And sure enough, on the second turn, we got a "hand limit 0." Goodbye, free will!
Hand limits can be incredibly annoying, but I'm okay with them if they're used with a purpose (e.g., followed immediately by cancelling the hand limit). But when it's used pointlessly at the beginning of a game with new people --- AAAAAAHHHHHHH! We spent many turns devoid of any choice, until somebody finally was forced to play "milk and cookies", which keepers somebody had on the table (hidden by "government cover-up").
Fortunately, the group was not dissuaded from playing again, and the second game was much better. People managed to get a fair number of cards in their hands and had some choices. The game ended abruptly, right after I put down "Play 5" and put down a bunch of keepers. The next player used "Draw 2 and use them" -- one of which was the "5 keepers" goal.
Two games in 30 minutes, and pretty much polar opposites in terms of how they played. This was a perfect example of the love/hate relationship I have with Fluxx. When played properly, it's pretty enjoyable, but when somebody turns it into a mindless/choice-less draw-and-play session (and I feel like I'm stuck in Candyland), I can't stand it.

The various themed versions of Fluxx do not have Hand Limit 0, and don't suffer from the decision-less stretches as often as Fluxx 4.0 does.
Also, You could always yank out the cards you hate, like First Play Random or Hand Limit 0. They wouldn't be missed, and you could always add in some of the promos cards or small expansion packs to make up for it if you want.

This sounds like my wife's description of the game. She enjoys it, usually, but hates things like 1st card random, hand limit of 0, or draw 2 play 5 situations.

Now I want to make a "Play = Draw - 1" rule card.
I agree with the other comments about taking out cards you don't like. One thing Fluxx is not heavily dependent on is the mix of Rule or Action cards. (You should try to balance the Keepers and Goals, though.)
I throw the Government Cover-up and related rules in the box since I think they're confusing to new players, and I just don't like them. I'm not sure where my X Play Random card is at the moment, but it's usually not in the deck either. (I believe First Play Random was replaced by Last Play Random in later editions of the game.)

On my Fluxx 3.0 version of First Play Random, it says, "Ignore this rule if, at the start of your turn, the current Rule cards allow you to play only one card."
Also, according to the card lists:
- Government Cover Up was removed starting with Fluxx 3.0. - Final Card Random was replaced by First Play Random starting with Fluxx 3.0
I'd be interested in knowing what version you were playing, since your report seems to indicate you were using a card that wasn't made after version 2.x and another card that didn't exist until version 3.x.

Not that I've subscribed to the Fluxx page or anything, but I have played Fluxx many, many a time, and I like it.
What surprises me from reading this thread is that, apparently, there are people who take it seriously. That's not a criticism! Just utter amazement.

Same with my 3.1 deck. I'm guessing they just didn't read the card.
They've probably just added some old cards that no longer exist to their current deck. That's what I would do if I owned a version 2, and then bought a version 4.

In short, I mentioned two different sessions, using two different versions.
In my lunchtime game group (with Hand Limit 0), we were playing my copy, which is v2.1. In the "last time" I mentioned, it was a newer version -- I'm not sure which, but it had "first card random". And next time I'm at that friend's house, I'll read the card to see if we were playing it wrong.

The first card is only played randomly if you draw more than one card. At least it's that way in the current version 4.
Personally, I wouldn't play with this new random play rule as this card alone doubles the amount of chaos and there's just enough of that already.
The themed versions are far more fun and add interesting extensions. There's more tactical hand management skills required than people give it credit for though people are missing the point if there sole objective is to win.

My First Play Random card also says to ignore it if there's only one card to be played. Most people I play with like to do it anyway, though, so we usually do.
