The cards says that if there's not enough cultists to replace the Warrior "there is no effect".

In my game yesterday, Tzeentch player used this card to "kill" many warriors. As the player has 1 or none cultists avaliable, the card simply remove the warrior and replace it with 1 or 0 cultists, killing that warrior in the second case. Is this correct?

No, that was incorrect.

The removal of a warrior requires that it be replaces with two cultists. If a player does not have two cultist in his pool then the targeted warrior does not get removed. However, the Tzeentch player could still play the card to take up a card slot in a region.

I am surprised he got away with that, what did the player think the phrase "there is no effect" meant? That cultist already played are not moved?
