Alright this threw our group for a loop and it seems the action section on page 9 of the english rules might have some errors on it? Not sure.

But anyways it was you can send only 3 workers to an opponents location... but then it says a player cannot use an opponent's location more than once a turn? Wait what? I don't get this, if you can use a location only once a turn of your opponent's, why would I ever then send 3 workers?

Then later it notes that workers you place on an opponents location are given to your opponent? So does this mean for the turn in which you place a worker on your opponents location, he can they grab said worker and use it somewhere else for his own purposes?

Off the top of my head -- when you use somebody's location, you place one of your faction icons on their card to mark that you've already used it. Then you hand them the worker, which they can then use for something else themselves on that turn.

EDIT - You get the marker back at the end of the turn.

You could conceivably send one worker to each one of your three opponents three different locations (of one or multiple opponents), which is why you can do it up to three times per turn.

Apologies in advance if I've misremembered some details.

-Dave

That's correct.

You can also send your workers to three different locations of the same opponent.
