In the rules ,under movement and exploration (2), it states "When a prospector moves to an intersection that is still partially unexplored he must end his turn and explore the land in up to 4 steps"
Does that mean the player can take 4 land tiles everytime they come to an unexplored intersection?

no it doesn't.
You only take tiles one at the time needed to 'fill' the crosspoint you reached.
or stated otherwise, take tiles one at the time till you fully explored the point you are standing.

The number of four is the theoretical maximum. Assumed you have two tiles laid down to create a legal path to a new point, the maximum number of tiles needed to fill the point is 4.

No, the 4 steps here refer to the following sub-paragraphs:

a. diamond-shaped river tiles
b. diamond-shaped land tiles
c. triangle-shaped land tiles
d. markers

During steps (a) and (b) you draw tiles one by one and place them on the board any way you like following the placement rules until all neighboring regions are covered. If an unfilled triangle-shaped area is formed on the board, you fill it during step (c). And then place the necessary markers (gold, events, animals)
