Alright seems like conflicting info through the various threads here on the use of the different contacts, so trying to get it cleared up.
The list of actions in the rulebook do not list using contact cards, so this caused us confusion. If I play a contact card from my hand, does it count as my action and then the next player goes, or can I use the just played contact card to pay for a card conquest/incorp/deal in the same action?
The same thing with the permanent contact cards in your play area. Do they count as using up an action?

Actually, I asked this question and the designer said that playing a contact card FROM YOUR HAND is not a separate action. It is done in conjunction with a location.

Yea this is the conflicting stuff. It just also seems awkward when you don't do the same with permanent contacts? So if you play a permanent contact ability it produces a contact token, while contacts from hand don't?

Actually contact cards from your hand, as of The New Era, are free. The permanent ones are, and have always been, an action.

Think of contact cards as cash. It 'costs' you X amount to incorporate/conquer/co-op a location. Your action would be to incorporate/conquer/co-op a location card and you pay for it by playing a combination of contact cards from your hand and/or face up permanent ones at the same time you play the location card.
Note that contact tokens acquired from incorporated locations can also be spent in conjunction with contact cards or spent by themselves if you have the needed amount.

Using the faction contacts card IS the action. This thread on contact cards and tokens is important as well. It does appear that I was wrong about the "instant" contact cards from your hand; they are an action now as well.

But this is using New Era rules (copy on the way soon I hope), not 51st State rules and is a change from the original rules. It also says you can use the New Era contact cards (they are different, BTW) as immediate along with location play OR to take a token that can used later to combine with another location card or token.
New Era rules wrote: Perform Action from Faction Contacts Card Player places one or more of their Resource tokens on a specified field on the Faction Contact Card and collects the appropriate Contact token or puts this Contact into effect at once (respectively - Conquest, Cooperation or Incorporation) with a Location Card of a Distance not larger than the Range of the Contact Action allowed by the Action from Faction Contacts Card. The effect of such Contact may be an Agreement signed, Spoils taken or Location Incorporated.
So in New Era, it can be an immediate effect as in 51st State or a delayed effect to be used later. What's changed is that playing a location card is no longer an action but a coupled effect of playing contacts. From what I can tell, this change is due to the defense ability of contact tokens so there is a reason to have them aside from playing locations.

In 51st state using the permanent contact cards are an action that enables one to add a card to your state (one way or the other). This may be aided by contact cards from the hand which are in itself not an additional action. However, these temporary contact cards can also be uses as an action to add a card to your state if used alone.
In The new Era the rules have changed. Here using a permanent contact 'card' either grants you the ability to add a card to your state OR you may take a contact token of the respectible value. Temporary contact cards ONLY grant you a contact token. You cannot use it immediately. Therefore TnE added another action: Using contact tokens. There you can use (and add together) contact tokens you own. So TnE is 'a bit slower', allowing your enemies to see when you are going to attack them.

I think that the best variant for playing 51. State is following:
# Player may generate arrow token from permanent or temporary contact card (as in NE) for future use # Player may play permanent or temporary contact card as instant cost of contact and mix it with arrow tokens (as in 51. State)
This variant gives (in 51. State) new possibility for players of waiting for other players moves. For example I want to incorporate location, but first I want to see what other players play, then I use rule 1 to get arrow token from my permanent contact card (which is action) and wait until next round This allows me to delay my move.
I've played this rules with 4 other players using permanent contact cards from NE (and Hegemony fraction) and all players confirmed that this is logical and very useful.
