I can't seem to understand what's going on here, no matter how many times I read the rules. When I play, it's either too hard or too easy. Today, I have 8 Noteriety in Turn 1. I must be doing something wrong.
Can I probe when there is no union counter in the adjacent union circle?
"To Activate" means to flip the union counter to the soldier side. It does not mean to take the chit out of the cup. Or does it mean both?
When I move into a union circle with no counter in it, I do an activation check? If it passes, I place a union counter from the cup in that town? How is that an activation check?
Turn 1: I move from Gum Spring (neutral) to Herndon Station (union). Town is empty, so I make an activation check. Noteriety is 0, Union Awareness 1.
What happens in I roll a 1? A 2?
If I do not move or combat, and decide to destroy the rails, do I check for activation each time?
Are union soldiers "activated" flag side up? If activated and it's a Picket, the counter goes away. Does a Reveal Counter get placed?
If I have combat, and the circles around the combat are empty, do they still get an activation check?
You can see I don't get it. What am I missing?

I am trying to recall this from memory. I don't have a copy of the rules handy.
Can I probe when there is no union counter in the adjacent union circle? Yes. If the probe fails, then you have to check for union unit activation. One could be "present" even though there is no marker on the map.
"To Activate" means to flip the union counter to the soldier side. It does not mean to take the chit out of the cup. Or does it mean both? Yes if there is a counter present. If you are not in Rounds, you do not place a new chit. If you are in Rounds, you check for Union Activation by having chits, flag side up, on adjacent spaces of ACTIVATED soldiers. You would then perform an activation check on those flag side up units.

There is always a chance for union troops to be present in unrevealed union spaces. If you move into an unrevealed space then you would perform an activation check and place a chit if the check succeeds. If the check fails and no unit it present then you would place a Revealed marker.

If memory serves me, you check against the present Awareness number or less - a unit is activated on a 1. On a 2, no unit has been revealed (you place a Revealed marker).

Remember, in unrevealed union spaces there is always a chance for units to be present. But once a space has been checked and no units are revealed then you would place a revealed marker. Units can be revealed then activated during Rounds.

During Rounds, union soldiers are Revealed flag side up, you still check for activation when told to do so. All adjacent spaces to ACTIVE units are checked for troops. IF they are revealed then you check for activation. If they are not revealed then you place the Reveal counter. But this is all during Rounds and not operations.
If I have combat, and the circles around the combat are empty, do they still get an activation check? There are two instances during Rounds that you make this check. Once is after destruction of a depot or rail - all non-revealed (no reveal marker present) empty spaces are checked for unrevealed units and all unactivated units are checked for activation. The second is during rounds when you have units active. All non-revealed and empty spaces are checked for new units to be revealed and then activated.
I had to go through the rules and the sample game turns several times to get this straight. Hopefully, I answered your questions. Like I said, I am going from memory.
