I am playing the 1964 edition of Gettysburg with my dad. We hit a snag when I (as the Confederates) had the opportunity to bring in reenforcements on July 1st, 7 AM. The rules say that "You can not bring Reenforcements in on a road that contains an enemy unit or falls under an enemy zone of control."
What qualifies as a road with an enemy unit? A road that he is standing on at any point?
What is considered the enemy zone of control?
He was standing at (10,-12) looking NW. Does that put his Zone of Control on Chambersburg Pike (my entry road)? Can I enter from the west with this setup?
Also, what do you consider the grid of streets at (11,-13)? Are they part of the roads, and therefore affected by ZOC?
Pics in the next post.

Reinforcements enter specified roads at a map edge. Enemy units are prevented from entering only if the portion of the road at that map edge is either occupied or in the zone of control of the enemy unit, not any portion of the road anywhere.
If I understand the situation you have outlined, a US unit is at (10,-12), essentially at the west end of the town of Gettysburg but on one end of Chambersburg Pike. Your reinforcements are scheduled to enter at the other end of Chambersburg Pike, (4,-1). Only if a US unit were in the vicinity of 3 to 5, -1 to -2 or so (depending on facing) would CSA reinforcements at that road be interfered with.
Zone of Control: Units in this version of Gettysburg must be positioned facing either a square side or corner. The zone of control is three blocks in front of the facing direction of the unit. These zone of control squares are the shaded squares shown on diagrams on page 6 and page 7 of the rule booklet.
Good luck with the game.
