The Lich's Special Action states that it can summon a creature at the beginning of the battle phase. I am assuming this means that the Lich must decide if it wants to do this after all monsters have moved in a given round and before the heroes begin their next battle phase, correct? If that is the case, that means the heroes have a shot to kill the monster two turns in a row before it gets a chance to act, since it can't act the turn it is summoned.
Does using this Special Action prevent the Lich from making a normal melee shot and missile shot on its turn? I wondered because the rules say that you have to take a Special Action on your turn in lieu of your normal action, but the Lich's Special Action doesn't actually occur during the monster movement phase, so I wasn't sure whether that prevented it from moving or not.
I've come up with another question. The Special Action says that you flip the Lich figure when you decide to summon a creature. That doesn't make a whole lot of sense, since you'd have to replace it on the board and this could lead to arguments about the positioning of the Lich. Can you just flip a different monster token instead?

The Lich's summoning is not a special action. If you look carefully at the card, you can see that the Lich's special action is a melee action followed by a missile action. The summoning is listed as a "special rule". Thus, the Lich can summon and then take an action (which will always be the special action, since it's strictly better than the normal action).
For timing: the 1st edition Lich card just says "at the beginning of the overseer turn", it doesn't say anything about the battle phase. The 2nd edition card says "During the battle phase", and then says "at the beginning of the Overseer turn". The battle phases consists of all the rounds of the players and the Overseer flicking their pieces, dealing damage, etc.; it's where you spend 90% of the battle, following setting up the pieces on the board. So clarifying that it's during the battle phase just means don't do it during the setup phase. But after that, you do it at the *beginning* of each of the Overseer's turns, not after he moves any pieces.
We never flip the Lich piece, because as you point out, that would be stupid. You can use whatever randomizing method you want, as long as it's 50/50. I usually roll a die, since I don't like the idea of my wooden discs getting knicked up or getting small dents in them.

Andrew is correct on both points. The lich may summon and do his special action each turn. If he uses his summoning action, it happens before he moves any of his pieces.

Okay, thanks. The wording was just a little confusing because the battle Phase begins with a Hero turn, but the sheet then goes on to say at the start of the Lich's turn, so I wasn't sure which one to follow.
