Is it an instant success if she goes to curiote shoppe and draws three cards? Does setup cards count in also?

(can you spend movement points in Other Worlds, for example casting spells that require movement points?)

In the case of personal stories, "draw" means "draw and obtain." She does not get markers for simply drawing them and not obtaining them (like at the store), and she does not get markers when an investigator hands the item to her.

Also, officially, "draw" requirements don't count starting gear, so she wouldn't get markers from Unique Items she starts with.

No. See Movement Phase in the rules, pages 6-8 in my English rules. If you are in Arkham you receive Movement Points equal to your Speed and spend them on actual movement, Spells, some Items, etc.

Rules: Other World Movement wrote:

If an investigator is in an Other World at the beginning of
the Movement Phase, he receives no movement points.

In an Other World, all you do is move from part 1 to part 2 (or un-delay in part 1 if you were sucked through a gate or otherwise delayed), or from part 2 back to Arkham. That is your whole Movement phase in Other Worlds.
