Example (Gondor):
North Gate and Pelennor Townlands are occupied by Shadow armies, Minas Tirith and Great Gate by FP armies (5 army figures per region). The army in the Pelennor Townlands attacks the Great Gate and after one or more rounds of battle, the FP's player wants to retreat.
Question: Does he have to retreat to Minas Tirith and to kill all of his army figures due to the stacking limit? The rules seem to suggest that retreating to North City Wall and South City Wall is prohibited, because they'd be both "adjacent to a Region containing the enemy Army" (p. 16).
If this interpretation is correct, the conclusion would be that retreating in a situation like this is a really bad idea and you better fight to death!

P16 also states the following (at the end):
"If no such Region is available, the attacker chooses any one free adjacent Region to move the retreating Army to; the retreating Army suffers one additional Damage. If no adjacent free Region is available, retreat is not allowed"
This suggests that you can retreat to North City Wall or South City Wall but will take 1 extra damage.

Yes, this is one of the many retreat/rout issues that come up. As Ian pointed out, IF no such region is available, then you can retreat next to a opposing army at 1 extra damage. In the example, there is a region available that is not next to an opposing army (MT), therefore that is the only place available to retreat to. And yes, since the stacking limit would be imposed, they might as well fight to the last man since they're going to die anyways.
One of the keys to the battle games is figuring out how to make the retreat/rout rules work to your advantage.
