I've read a very similar situation covered in the FAQ, but as I understand it the following situation is slightly different:

At the end of France's turn, a French general is in Austria and 7 cities away from the nearest supply train. The general remains face-up since supply won't be checked until France's next turn. Later that round, Austria legally places a hussar to block the French general's 7 city path to the nearest supply train.

When supply is checked on France's next turn, does France:
(A) Have to pay 7 TCs and then turn over its general? or
(B) Simply turn over its general (who, like in (A), takes the initial 1 troop loss for being out of supply)?

My take is that since supply paths "may not be longer than 6 cities", Hussars only effect a general "who is tracing his supply path through a hussar", and the French player has to pay TCs "to be in supply," (B) is correct.

I hate to be rude but your question borders on the absurd- how could a general trace supply through a hussar if that general is more than 6 spaces away from the train and thus can't trace supply to begin with?

Your question seems to imply that you think tracing supply through a hussar is somehow compulsory. This is not the case. If you place a hussar on one of the possible paths that I can trace supply to my train but there is another possible path then I don't need to pay anything- your hussar is useless unless it successfully blocks all viable paths to my train, in which case tracing supply through the hussar is my only option.

As the others have pointed out: Since you cannot trace a legal supply line, you also do not have to pay for the hussar.

Note, that if you would have to pay, you would pay 7 points of TC, and not 7 TC.
