If either side attacks a neutral tribe, it technically joins the other player and battle ensues. Can they then retreat the tribe to a friendly area instead of firing? For example, if the Romans attack the Mandubii can the Germanic player retreat the Mandubii units to Treveri? (Assuming the Germanic player controls Treveri)
