This is what happened:

I was playing a phalanx of 8. I already laid down the second 8. She had a 9 on the other side. And then she played Fog. She then proceeds to play a 10. My host will lose to her host.

Could she have claimed the flag? Or can I prevent that with a Mud card in my hand?

Tactics cards can never be considered when claiming a flag. However in this case, she can't claim until she plays her third card. 19 to 16 isn't insurmountable--what if she doesn't have anything bigger than a 6? If she then proceeds to play a 7 or higher she will then be able to claim.

Like Joe said, you can't claim until you've played three cards. You could, however, play Mud if you think that would help (i.e. you believe you have more high cards than she does).
