The rules say, that every card can be basically played by every player, no matter if he is empire or terrorist player. What now, if the terrorist player hat a "War" card? Can he play it? If yes, how is that handled?

Frank, you do ask good questions! It's true that the rules say you can play any card in your hand. And interpreting the rules straight, I would say that the war card is used by the terrorist player as just another attack card.

However, there's a strong case to be made for the war card being an exception since it is specifically an empire tactic and the rules also state that you need a development of at least equal size in a neighbouring territory to play it - thus counteracting the rule above.

It's certainly something we should look into clarifying. Thanks for bringing it to our attention.
