Yes,assuming that Army has enough brigades.
Placing the siege marker does not cost any Movement Points. It is wise tactic for an Army to place a siege marker at the end of it's movement.

14.2 Besieging
An enemy Fortress can be Besieged only by an Army with a number of Brigades that equals or exceeds the Fortress Class number PLUS the number of Brigades in the Fortress. Such an Army can Bombard a Fortress by using an Operations Card that can Activate it (Bombardment may not be combined with any other activity). A Fortress is not under Siege until a Siege Marker is placed.
SIEGE MARKERS
A Siege Marker may be placed on any qualifying Army during its Movement or when Activated for Bombardment.
It is common for an Army to place a siege marker at the end of it's movement. Assuming the siege is maintained this would allow the siege marker to get flipped to the Blockade & Siege side during the next turn that would give a free bombardment in the subsequent Blockade phase.
i.e. camp an army on a fortress/LN and if you leave it long enough you might take the place without having to spend any cards to activate the Army.
A down side to this tactic is that it costs an MP to reform from the siege if the army voluntarily moves away during a later activation.
