If an oil roll was made and two players both want to play "Oil Theft", who comes first, if they both visually and audibly announced their play simultaneously? What about the revenue of counties with a terrorist cell, which normally goes to the terrorist player (or the "pot" respectively)? Goes that money to the robber or the terrorists (if they are not identical)?

To answer your first question, that's one of the "microgames" within the larger game that you just have to regulate yourself. It would be self-defeating (and take the fun out of it) if I tried to write subsets of rules to deal with all these eventualities!
If the terrorist player is also the beneficiary of the oil roll then yes, they still get all the oil money. If they are different people, then ALL the money goes to the player playing oil theft. Naturally, the card was designed with the Terrorist Player in mind, however since Empires could conceivably play this card, the text has to be obeyed and it does say "everyone's" oil money.
