What about countries with radiation counters and/or terrorist cells in them? The rules say "terrorist cells steal oil revenue from any development present", similarly radion counters seem only to stop "oil revenues"
The card doesn't speak of oil revenues, but from "GDP collection". That seems to be a different kind of income (the payment amounts are also lower).
So, if you play GDP collection, do you get income from irradiated countries and countries with terrorist cells? If the latter ist no, does the terrorist player get the money?
