Lets say, we have:
1 x B2 4CV Spartan block vs 2 x C2 4CV Athenian blocks
Spartan fires first, resulting 2,3 and 6 (1 hit and 1 rout). What will happen now? One of the Athenian blocks (this one, which get a shot) routs? Or any of them?
Second example: 1 x B2 4CV Spartan block vs 3 x C2 3CV Athenian block Spartan fires first, resulting 5, 5 and 6 (3 routs). What happens now? All Athenian blocks routs? Or just one of them?
I just don't get it

In your first example, there was one hit. This is applied to the strongest unit. They're both 4 CV, so pick one and reduce it by one step. Then resolve the rout: "After applying hits, apply each Rout to the currently weakest enemy unit in the battle." (6.33, emphasis mine.) This means the unit that got hit will now rout; the other one gets to attack.
In your second example, three routs means all Athenian blocks are routed. This results in a Panic, but since all Spartan units have already attacked, there are no more losses. However, the Spartans gain 2 prestige.

So, routing an opposing army is much more probable, than destroying it... sounds great .
