Is there a potential problem with the game not ending? What if players don't choose to explore the river until the spring is placed, and no player chooses to end the game with ten gold discs?

I'm not sure I follow. If players do not continue to explore, then there will eventually be no more gold tokens available on the board. So, if no one is going to explore, I suppose you would just end it and count up the gold. But if a player does not feel confident that their 10+ gold tokens are enough to win, then why not add the spring and start the timer in hopes of getting more mountain gold?

Also, note that even if players do not "explore the river", the spring tile is immediately placed (with the ice block) once the last land tile is explored.

Ah, missed that bit about the spring being placed once the last land tile is explored. That helps put a definite end to the game. Players could continue exploring new land areas without a need to explore the river, but if that also triggers the end of the game, that is useful. The game could likely be longer this way.
