The way I read it is this: A hero must give up his whole turn, survive combat, to plant one set of explosives. This must be repeated with a different hero or the same to win the game.

I believe the heroes win instantly when they arrive at the destination with all the items. It does not matter who is carrying which items. It is the sum that matters. Each hero except the last has to survive combat, going by the sequence of play.
