In the rules it says the game is over when 2 people each get to 19 points. Can someone please explain that to me? Do they mean 19 total points between any 2 people or as soon as at least 2 people have 19 points?

I may be reading more into it but it is very confusing for meshake

The game ends when two players have individual scores that exceed 19 points. At that time, whoever has the most points wins, presumably one of the two players whose scores exceed 19 points.
