My brother bought a Warhammer army and painted 1/2 of it but then decided that he didn't like painting it and putting it together. He also didn't like the fact that it costs so much money.
So I thought battleground would be a good Christmas gift for him. I'm going to get the lizardmen and wood elves starter decks.
Should I also get the reinforcements for both of them? Do I need to get the Battleground Fantasy Warfare: Scenario Book too? I read that he will need two dry erase markers and dice. How many dice (D6?) does he need? Should the dice be different colours? Is there anything else he needs to play?

Reinforcements aren't totally necessary for a beginner, but they flesh out the armies for larger battles. The Reinforcement packs also contain a unit not in the Starter pack, usually a large one, IIRC.
The Scenario Book relies on having certain armies, so you can can either include that because it's cheap, or not. The Terrain Pack would be a better alternative.
A package of black or dark blue Expo dry erase markers can be had from Target, Walmart, Staples, etc. pretty cheap. Need one per player to avoid passing back and forth. And if you want to splurge, some small micro fiber towels or something to wipe the markings off.
A Chessex "dice" block comes with 12 dice of the same color. Should be sufficient, and they have a ton of cool colors to choose from.
EDIT: He'll need a copy of the rules PDF from the publisher's website. The ones in the game box are probably out of date, and also extremely small (a pain in the ass to read). If you want to print it up ahead of time, all the better.

The starter decks are perfectly fine without the reinforcements. Once he decides that he enjoys the game (which he most certainly will) then adding the additional troops will give variety.
Dry erase markers are needed to check off the wound boxes at the bottom of the cards.
A handful of d6's will be sufficient. No need for different colors.
A printout of the latest rules would be a great thing to add to the gift. A larger print and it will have all the advanced rules for terrain and other good stuff.

Concur with the above.
The Terrain Pack is a nice to have but colored paper can be used to improvise terrain in the meantime.

I didn't even see that they have terrain packs. Do I need a few of them or is 1 enough? I will make sure to include the updated rules with the gift. Thanks.

One Terrain Pack is fine. He'd only need another for a really big battle on a large table. Too much terrain can clog things up.

If you pick up a terrain pack, I'd also recommend the Kingdoms pack. It includes a nice set of map layouts, scenarios and battle conditions to let you generate unique battles for each time you play.

Just start small and if he likes the game and has a regular opponent, he will end up asking for more!
I think that the reinforcements really add to the armies since the number of troops gets much bigger.
The terrain pack is really nice, a must have in my opinion.

Does the kingdoms pack includes both scenarios and a terrain pack?

Battleground: Kingdoms is jut a deck of cards and rules to run a campaign series and a random scenario generator. You'd still need the terrain.

Just remember that, if you want to start really small, even a single Starter Pack contains all the cards needed for two players. I'd recommend at least two, for variety if nothing else, but it's playable.

Ok this is what I got: wood elves + reinforcements lizardmen + reinforcements terrain kingdoms
