My wife plays Battle Line online. In that version the game won't let her play a fog card against a flag if the opposition already has 3 cards down against that flag.

I don't see anything in the board game rules that reflect this so was wondering if this might just be a glitch/variation in the online version?

This sounds like an implementation mistake. You should be able to play Fog to a flag regardless of the number of cards on each side of the flag.

You are only blocked if the flag has already been claimed.
