Which role card is the most overrated? Not necessarily the weakest, but the one that has the most hype in relation to its relative effect on the game?

I voted CS. I tend to overrate it myself. It seems like a really effective role. Often you can prevent a lot of outbreaks with it in a single turn. But I find I often lose with it. The problem is, whenever the CS does one of those awesome turns, they leave around a lot of cities with 2 cubes in them. No problem, every time they get back to 3, the CS will revisit them. But the number of cities with 2 cubes tends to gradually increase, and subsequently there are too many cities with 3 cubes, and the CS can't get to all of them. Neither can the rest of the team. Or you get a new epidemic next to one of those cities with 2 cubes, and you get a chain reaction before you get a turn.
The CS is most effective if there is an area of concentrated activity, and with a large number of players. Then the CS can stay in that area most of the time, while the other team members move around dealing with other problems as they crop up.

I just got the game so I'm no expert on this but I'm curious why the Medic is considered by so many to be overrated. He seems powerful and was very much so in the one game he appeared in. It certainly seemed like he earned his reputation so why do others say it's "overrated"?
