I find the details in the hammer card are insufficient to explain how it works. Can someone please help me out. The first sentence is straightforward but the last sentence confuses me. Does this mean pay one of the woods used to build the fence and give it to someone who has a built fence or still has a fence in his/her supply. Are the woods used for payment in addition to what is used to build the fence?

We have played it in our games to mean the following:
i) The wood paid to other players is in addition to the wood used for fencing.
ii) The wood is paid to players who have fenced, i.e. built fences and not fences in supply.

Yeoster has it right. I think a previous draft specified "to every other player who has built at least 1 fence." I'm not sure why "built" got dropped, but that's the intention.
