This happend to us yesterday when we played: my mother and I was trapped in the back of the submarine due to fire in room 5. We only had four rooms we could move between (1-4) but no means of putting out the fire in room 5 due to lack of both extinguisher and grog. There were also no other problems in those four rooms we could move to, thus leaving us with no available actions.
The rules state that the player who is the furthest back in time takes the next turn, but how can you advance time to let someone else be furthest back if there are no actions available?

Remember, one of the actions is 'No Action' which takes one minute. So you could move as much as you want between rooms to take up time, and use the 'No Action' action to end the turn.

There is a "Do Nothing" action, if I recall. So have your poor gnomes sit there, a minute at a time, until their time marker allows them to draw an item, or until something else goes wrong. Tough situation!

I prefer to think of "No Action" as "Practice Screaming." You'll never know when you might need a good scream.
