Can B6 be applied against a Major Power without ports (Austria with Ilyria ceded) ?

Imho nothing forbids it.

But... Can B6 applied to a Major Power without ports trigger the 1812 roll for GB?

Imho, per RAW is possible but it seems odd.

Your group could decide to house rule situations that come up, like this one, that don't make sense when applying the rules as written. Seems like most groups playing EiA have some house rules.

I'd say you can apply it, but since no trade is interfered with, there's no roll triggered. If Britain couldn't voluntarily interfere with the trade (assuming the other conditions were met), then it makes no sense that a roll would be triggered because they were involuntarily prevented from doing so.

But your group needs to decide how to handle the situation because the RAW would appear to make this possible.

Eh, I guess this is one of the points that must be added to the "decide before start" list.

The situation is not that extrange, as is common to see Austria surrended to France early in the game.
