Rule 13.4 states that when a German artillery unit fires, an Allied artillery can fire back without using a spotter or any supply point.

My question: when can the Allies do this? Every time the Germans use their artillery? Or just when the Germans conduct an artillery-only attack?

The first sentence of rule 13.4 states "When a German artillery unit fires per 13.3 during AM or PM turns......"

13.3 describes how artillery and naval units fire alone on spotted units. So counter-battery is used only in those instances. Which means offensive and defensive artillery support does not allow counter-battery.
