I suspect it was more an idea that he wanted a version of the game that could be played with teams. The Legendary Asia map was created as part of a contest, if I recall correctly, so he made his own Asia map to accomodate his plan for a team version of the game.
I am just guessing, but I think he created a map that he felt would work best with just 2 or 3 players (which he's done in the past) and added a few triple route spots. Then he just applied his team rules idea to it.
I don't think there is anything exceptional about the "team" idea that required the design of a special map. I just think he had an idea and appied it to this map pack. I don't see why you couldn't use the team idea for other maps if you wanted.
