When choosing the two factions to resolve a Civil War, are on map Cities counted at 5 points or do you use the the Area Support Limit (ASL) (+1 for Agriculture)? If it is the latter, a City may be only worth 1 point in the determination. The in Stock Cities are worth 5 and we just extrapolated that...
We had always played that the Cities were 5 points but a closer look at the rules leaves me wondering if that was correct or not. It doesn't appear to be definitive as written.
If you used the ASL method, then the beneficiary could choose far differently than they may otherwise making what is a bad situation even worse.

I think 29.62 in the rules helps a little:
"When resolving calamities, cities are worth up to five unit points and tokens are worth one unit point. If a city is reduced, surviving tokens are not counted toward the resolution of the calamity."
Since you're not reducing any cities in the middle of the Civil War, I'd count them as the full five points.

The other respondend is correct as far as I know. We always did it that way. Cities are worth 5 points during Civil War.

This was what bothered me - the "up to 5 points" when resolving calamities. While the Cities are not actually reduced, it left it unclear as to how to value them point wise.

The "up to" is clarified in the example provided in 29.62:
Quote: EXAMPLE: Africa must remove ten unit points because of Famine. It could remove two cities, ten tokens, or any combination thereof. If the African player decided to reduce a city, leaving two tokens in its place, this would count as three unit points. For Civil War, the cities can only be worth 5 points.

This point was much clearer in the basic Civilization; it just said that cities are worth five unit points for calamities.
