In the rulebook on page 13, in the Special Rules section for Scenario 2 - Realm in Flames, the rules say the following:
"Insight from Darius, the High Mage and Councilor of Magic to the Royal Council assists the heroes."
What does this mean?
At first I thought this meant there were Special cards with these names or there were special rules, but I can't find anything with these names in the game components.

Funny, I was just reading the Dragon Expansion rules too, and so I have them right in front of me. It seems to me to just be a thematic explanation for each player being dealt one random special card at the beginning of the game, with no special meaning in terms of game play.

Ryan's answer is correct in that this is just flavor text for the distribution of the Special cards at the start of the game - a very valuable bonus to the scenario for the Heroes, but certainly one that is needed with the difficulty level of this scenario.
