When the monster and the hero draws the same type of card and it's a stand-off (no counterattacks) and there are two other cards of the same type in the damage stack. Who gets to perform a combo on their opponent?

Nobody. If the results for both sides are tied, that round is a draw, and both player's cards go to the combat stack in the middle; neither side takes damage that round.

Your post says "draws" the same type of card. Are you playing it war-style, where you just draw one off the top, or are you having each player pick one from their hand and play it?

I was playing solo. I choose a card out of my hand. and drew a card from the deck for the monster and it was the same combat type and same value

Ah, gotcha.

Yeah, in that case, that combat round is a draw, neither side takes damage, both cards go to the middle, and you move on to the next round of combat
