If I attack Fleets/Troops and they decide to retreat to an adjacent space.

Can I pay 1 GP with Ares or Poseidon to follow these Fleets/Troops and reattack them on this adjacent space ?

Well, with ships, I'd say definitely yes. With troops, it is only possible if you have a connection to that retreat as well (which is probably not the case quite often).
