Do riots override the monster limit and go to their locations regardless or do they simply get stuck in the outskirts if the arrive and the monsters in arkham equal the monster limit?

If they go to the outskirts, what happens when the outskirts hit their limit? Do they go to the cup? Are they removed?

Riots are Spawn monsters. As such, they ignore monster limits and do not contribute to it whatsoever.
