In the variant it states that there is special game scoring in that every person after you is 1 additional victory point. When using this variant, is the bonus victory points after every round or is it just at end game?

It's just at the end of the game... it gives a reason to place promptly during the last round. On the earlier rounds you get turn order benefit for finishing first.
