I like to think my play group is pretty good... We regularly handle 3 and 4 player games on Legendary. But we can't seem to beat the Bioterrorist! He wins every time, even when we play on the "Normal" setting! This is a consistent problem, no matter which one of is playing as the terrorist.

Does anyone have any tips on how to take him down?

I think you meant to post this under the expansion. There isn't a Bioterrorist in the base game.
