I know I've read the answer to this question, but I forget what it was, and now I can't find it anymore.
So a flying monster in Dunwich, activated by the Mythos card, has a valid target on the Arkham board, but Arkham is already at the monster limit. What happens to flying monsters that come from Dunwich but then exceed the Arkham monster limit?
Or even if there is no valid target and would normally go to the Sky. Do they go immediately to the Outskirts?

Arkham Horror Rules p. 11 wrote: A) If the flying monster is in a location or street area with one or more investigators, it stays where it is. B) If the flying monster is in a location or street area with no investigators and there are one or more investigators in a connected street area, it moves into that street area. A) If the flying monster is in Dunwich, and an investigator is in the same space, then that investigator is the only "valid target", and that investigator is in Dunwich, not Arkham. B) There are no street areas in Arkham that are connected to a location or street area in Dunwich, thus any investigator that is a "valid target" for the flying monster in Dunwich, is, themselves, in Dunwich. C) As far as I know there is no way for investigators to be in The Sky.

From page 5 of the Dunwich rulebook:
Quote: Flying monsters in Dunwich may move to the Sky as normal. In addition, Dunwich streets are also considered to be adjacent to the Sky. Thus, flying monsters in the Sky may move into Dunwich streets just as they would into Arkham streets.
There's only one sky location and it's on the Arkham board. The rules certainly imply to me that if flying monsters in Arkham can fly into the streets of Dunwich, then flying monsters in Dunwich can fly into the streets of Arkham.

The same rules apply to a Flying monster in Dunwich
Flying Monsters in the Sky can move (and it's their only possible move, they have no other 'condition' to move) to Arkham/Dunwich if (and only if) there is an investigator in an Arkham/Dunwich Street space.
The rule you quote is not saying that Arkham streets are adjacent to Dunwich streets, it is saying that the Arkham streets and Dunwich streets are adjacent to the Sky. If it did not say that Dunwich streets were adjacent to the sky then you could get the possible interpretation that monsters in Dunwich can go to the Sky but monster in the Sky cannot go to Dunwich.
If a Flying monster in Arkham/Dunwich had 2 movement phases or was Fast in addition to being Flying it could get to Dunwich/Arkham but it would do so by going to the Sky for its first movement and then to the street space in Dunwich/Arkham with the investigator in it as a second movement.
