No, Op Fire is only triggered by movement into a new hex or out of a vehicle/fortification within the same hex.

Tako is correct in that Op Fire is triggered by movement in a new hex (within LOS), but Op Fire may also be triggered by some other actives like leaving an entrenchment (not entering) while still in the same hex.
