So the first player can pick any two islands ? Or he has to choose one, and wait his turn ?
You do all of your placements before the next player can place. It makes this auction particularly valuable and dangerous, especially because you won't gain any income the first turn, so if you bid low, you might be able to both get Ares AND attack someone who spent too much on getting "high-cost" islands.
