If a dogma action allows me to draw and tuck a card and the color drawn in one I do not have the the board do I still complete that action? Effectively turning my "tuck" into a "meld"?

Affirmative.
Unless the dogma action has further requirements that would restrict such an action, you would follow it through to the fullest and create a new stack.

Yes you do, if you check the Reference Card, Tuck states 'a tucked card goes to the bottom of the pile matching it's colour. If there is no pile it starts one.'

It's probably better to think of it as a tuck beneath non-existent cards, since the Monument achievement triggers on tucking (or scoring) six cards in a turn. Minor point, I'll concede -- the result in this case is the same as if you had melded.
