So, reading most of the Council Cards, it seems like they have an effect only on one turn -- the turn the card is used.

However, something came up during my game last night where I was the Invader. My opponent placed, over the course of the game, six council members on the Consecrated Barbican stratagem. Then, on turn V, he used it.

My opponent maintained that my 3-component dragon was now a 0-component dragon for the rest of the game.

As it was a first-play of the expansion, I just acceded and moved on. The dragon did no more real damage to the barbican (he had broken through the first gate and into the second on turn IV).

However, looking at the strength of the other cards (we had both never played this expansion before) and seeing how they work, I think maybe we played this one incorrectly.

It was quite a nail biter, and I wonder if this had a big impact on the outcome!
