How does this work? I guess the main question would be, Does the Race card have priority over the special power, or does the special power have priority over the race card?
Reborn: Each turn, empty 1 or 2 of your in-decline regions and replace each of them with a single token from your current active race.
Kobolds: Kobolds may never occupy a region with fewer than 2 tokens. However, when going into decline, only 1 token is left in each region.
My understanding is that I can not use the Reborn ability to flip an inactive race as this would immediately cause an infraction in the Kobolds ability in that they can never occupy a region with fewer than 2 tokens.
Is this agreed?

I think it still works. You just have to put at least 2 Kobolds per region during your troop redeployment phase.

Reborn could work with active Kobolds. However, in order to do so, you need to be able to have a unit available to add to that region during Troop Redeployment. If not, no flip.
That's just my interpretation, based mostly on the fact that "occupy" only really counts when scoring. Phillipe can rule otherwise, but I prefer not to make a combo useless. (Admittedly, a declined-active combo that could be avioded by NOT taking Kobold after Reborn...)

My understanding of Reborn- is that it works only in decline.
If you have Reborn Kobolds it really wouldn't be any different from any other race: they leave only 1 token per region when in decline. You would replace that single token with 1 from your new active race.
But I perceive that you are talking about following some decline Reborn-race with an active Kobold race. The question then, is how to reconcile the old race's rebirth ability (which allows only 1 token to occupy the exchanged region) with the active Kobolds (which require that they always occupy regions with 2 tokens.)
The answer is in the rulebook for Underground, page 12.

he's talking about having Reborn Kobolds as the new race after previous race is in decline. Reborn says "1 token", Kobolds says they cant have less than 2. i think Kobolds would take precedence, since doesnt their ability say they "cant ever have less than 2 in a region when they are the active race"? that says to me it overrides Reborn.

Again, Reborn works only in decline.

So if you have reborn kobolds as active race, reborn does nothing as it works only in decline. When you decline the kobolds, the kobold power doesnt apply, so reborn works as normal.
As for the other way around, I say reborn works with kobolds as active, and reborn on the indecline race.
You reborn one kobold at the start of your turn, you then pick it up to your hand, as kobolds cant be alone, and resume conquest. If you decide to decline, it should/would have to go I assume.

You need to get on here and clarify what it is you are asking about: A) Following a declined race with active Reborn Kobolds. B) Following a declined Reborn race with active Kobolds. C) Following declined Reborn Kobolds with an active race.
