Does "Galactic Imperium" scores 2 VP for every "Rebel military world" you have (scoring maybe 0, 2, 4, 6, or more VPs for it's first condition?
To just kind of expand here a little bit on what's already been posted, 6-cost developments are a really important part of the game and, as you play, you'll realize their potential more and more.
Also, I believe that there's a list in the back of the rulebook which explains the scoring of the 6-cost development, but I don't have my copy of Race up here (at university) right now, so I can't check.
