Is there any version of Fluxx which is not language dependent?

Yep that was 12 Power Grid maps back to back over two days. Worth doing, but possibly not in such a concentrated burst.

Of all the Fluxxes, Family Fluxx is the least language dependent (but still highly so).

I've played with both German Fluxx and Spanish Fluxx, and was able get along okay except for the Actions. Goals and Keepers are mostly pictoral, and New Rules are usually pretty self explanatory (neither had Creepers or Surprises when I played them). With German, I had a cheat sheet. With Spanish, I tried to lean on what I learned way back when in my high school Spanish classes, but mostly just asked the Spanish-speaking player at the table if I had questions.
If you're talking about dropping Fluxx on an entire group that can't read the language on the cards, you'll probably have problems with whatever version you use. If you can make up cheat sheets for the players, it's certainly playable from my experience. You don't need to write up every card, just the ones with lots of special text. Having said that, you'll have much better luck with the basic Fluxx game or the kid/family oriented Family Fluxx than you will with the more complicated thematic versions.

PS: There are some people who insist that "Esperanto is not a real language" ... Yet Fluxx can be played in Esperanto! Therefore Fluxx is playable without language and therefore Fluxx is not language-dependent according to the viewpoint of the Esperanto-haters!
