Games ranked higher tend to make people's "want to play" lists more often, tend to be owned by more people and thus available to play, tend to be stocked more (when not out of print or in short supply) by game stores, etc...
But why are the games ranked higher? A big part of it is that ability to get it to the table. Versatile player counts, reasonable play times (overall and for what you get) and crossover appeal help.
And even then, there are highly ranked games that I find much harder to get to the table than some that are much lower ranked.

There are still few ratings of Eclipse compared to Caylus and other top-10 games. The early high average is caused by an early sci-fi fan-base, who originally playedtested the game or played it at Essen and bought one of the 500 copies and rated it 9 or 10. The average vote has started to drop for Eclipse, it was 8.65 two days before 2011 end, but it climbs upward in geek rating anyway because of the lessened effect of the Bayesian ranking system. This drop is possibly caused by gamers that become curious of the game just because of its emergent high ranking, and rate it at 8 or lower.

I agree, many times I have seen a a game climb to the top and then later find that it has been pushed back. I remember this with Space Hulk 3rd Ed.

Space Hulk didn't fade because people "realized" it wasn't that great of a game. It faded because of the Games Workshop "we are the king of the douchebags" crusade. There are still a lot of protest ratings on that game. Take a look at the ratings graph and you'll see the usual bell-curve around 8, and then more 1's than there are 2's, 3's, and 4's combined. That doesn't happen by accident.
(Note, I have no stake in Space Hulk - never played it, not sure I ever will, don't care what it's ranked. Just correcting a fallacy.)

As I type this, the game has surpassed Dominion in the ratings and is triumphantly back into the top 10, where it belongs.
Alas, fate is sometimes cruel... Will it last ?
