The book isn't completely clear on this. On page 10, it says "they ignore Jungle movement and battle dice reductions." (Emphasis mine). From this I infer that they still cannot battle when moving into a jungle hex.
But on page 51, it says "this unit ignores terrain Movement and Battle restrictions." (Emphasis mine again). This implies that they can battle when moving into a jungle hex.
The second example is in the "what if" section, so maybe they meant it to be different, but it also refers to page 10, so I don't know.
Can anyone involved in producing the book provide clarification?

The answer, as provided in the DOW Memoir 44 Forum by the esteemed Jesse Rasmussen, who was involved in the project and is an authority on all things Memoir 44, is that they can battle the turn they move in.

Good spot Tim...I think I can help answer this.
Jungle fighter units treat Jungle terrain as if they were Open terrain. Jungle fighter units are not affected by Jungle terrain movement or battle restrictions. Jungle hexes still do block LOS.
So Jungle Fighters can - Ignore the 'must stop' of the terrain when moving in (or through!) - May move 2 hexes into it and still battle (ie. melee as per IJ rules) - Jungles afford no protection to targets that JF are targeting

However, Jesse brought up another question with his answer: for the reserve roll, it says elite infantry or jungle fighter for a star-infantry result. I assumed that meant it was a choice. But does it actually mean you get a jungle fighter only if you are using that what if affect?

I don't have the rules handy right now... Are JF units still bound to LOS rules?
JF units cannot attack through consecutive hexes of jungle terrain.

The Jungle Fighters were meant to be part of the Special Reserve Rolls initially, it was thought though that they would work well as a 'What if'...so yes, technically, the Jungle Fighters are the players option when that roll is made regardless if players have included the optional 'what if' rules.

Excellent point! Jungles still block LOS but in all other regards, Jungle Fighters ignore their effects.
