Yes, as long as you pay all the connection costs. But if you decide later to go back into that city, you will have to pay the connection costs again.

Please read the Power Grid FAQ before asking such a simple question as almost all rule questions are answered there.

Yours is answered here. Though it does not explicitly mentions empty cities there, but it includes the 'no memory part'.

I concur that a cheerier, "In case you missed it, we have an FAQ on this website which is likely to answer your question" post would be much better form. The way it was phrased here made it sound like, "Your question is so dumb even an ignoramus could have figured it out by just spending 5 minutes to look." Although true, you can't blame someone for not wanting to navigate our obtuse website in search of an answer he doesn't necessarily know is there.

Is there a way to have a sticky thread that calls attention to the FAQ (for this game and others). The link is clearly being missed up in the game description section.
