So the internal threat 'Hacked Shields' has the X-action: "Drains all energy from the shield."
For example, if Hacked Shields affecting the Blue-zone is in play, I could see the X-action as reading:
"Drains all energy from the shield in blue zone." OR "Drains all energy from the shield of the entire ship."
Given the 'nature' of what internal threats represent, I would assume that only the shield in the blue zone would be affected. Also, this card is only a 'normal, white' threat, and shouldn't be too dangerous. And finally, there are two Hacked Shields cards for different zones suggesting that their X-actions weren't meant to overlap (should both be in play for example).
However, given the wording of 'Hacked Shields' Y-action, "Drains all energy from blue zone reactor," the non-specific wording of the X-action could indicate the entire ship. The Y-action also demonstrates that an internal threat can also affect zones outside of its station. (There are other internal threats that can affect stations outside of its own, but they're generally quite specific)
My opinion is that only the blue zone shield would be affected, but can I get a consensus? My doubt is that Space Alert is typically much more difficult than I expect.
Note: Above I've referenced only the Hacked Shields card affecting the blue zone. There is also a Hacked Shield card affecting the red zone. Above you could substitute the word 'blue' with 'red' for this particular card.

Only the blue zone shield. Otherwise it would say "shields".
You're making this more difficult than it is. Just go with your instincts on it. Space Alert is very, very easy in terms of rules, just very difficult in terms of execution

"Drains all energy from the shield." means easily it drains all energy from the shield, the marker is lying on.
