We tried this version last night and had quite a disagreement about urbanization. One player wanted to use a particular new city tile in the western part of the city but the cubes that were to be placed on it included a red cube which we understood couldn't be placed in the west. He was insistent he could still use it but the cube had to be replaced. I felt, since it was obvious which cubes were to be used, he needed to pick a different city tile. I'd love some feedback about this. Thanks!

the red cubes rules are just for the setting phase

So you're saying the red cube, representing the Soviet army, COULD be placed in the Western part of the city? Or am I misunderstanding you?

during the game , yes, but not in the set up
Which add a lot of fun, when a red cube block the movement after a production phase
